Russian lawmakers push to raise fines for failing to report address changes to military enlistment offices

Andrey Kartapolov, chairman of the State Duma’s Defense Committee, has proposed increasing penalties for citizens who fail to update their military registration after moving.

According to RBC and Interfax, the proposal would introduce stricter fines for those who do not report a change of residence lasting more than three months. They noted that the government’s legislative commission approved the initiative on the condition that it is revised to address certain concerns, though the nature of those concerns remains unclear.

Under current law, fines for such violations are set at up to 15,000 rubles ($150).

Defense Committee member Viktor Zavarzin said, “The amount is a working detail—we’ll decide.” He added that fines of “10,000–20,000 rubles [$100–200] are too low—we need more.”

In July 2023, the State Duma increased fines for failing to appear at a military enlistment office tenfold, to 30,000 rubles. At the same session, lawmakers also raised the upper age limit for the draft from 27 to 30.
