Russia’s President Vladimir Putin has signed an executive order to draft 130,000 eligible men into the army as part of the seasonal conscription drive conducted by Russia this fall.

Fall conscription will take place between October 1 and December 31. It’ll be the last military recruitment campaign when the upper age limit for mandatory conscription will be 27 years old. Starting in 2024, that age bracket will expand to the entire 18–30 age group.

The specter of mobilization

Another round of mobilization in Russia appears inevitable. The only question is when.

Another round of mobilization in Russia appears inevitable. The only question is when.

The General Staff of the Russian Armed Forces has already assured the public that people drafted under the Russian mandatory-term conscription law will not be sent to the combat zone in Ukraine.

According to Andrey Kartapolov, chair of the Russian State Duma’s Security Committee, electronic summonses will not be used in the fall conscription campaign.

The Russian authorities plan to increase the fines for ignoring summonses 10-fold, from 3,000 rubles to 30,000 (or about $300).

The Kremlin’s strategy of denial

Let’s. Not. Go. There. The Kremlin tells propagandists not to try refuting putative fake news about the rumored new round of mobilization. The best policy, it stresses, is to ignore them.
