Russia’s Belgorod region imposes counterterrorism restrictions in response to incursion by pro-Ukrainian groups

Belgorod Governor Vyacheslav Gladkov has announced the imposition of a “counterterrorism operation regime” in the region, a step that he said will allow him to take “special measures” and impose “temporary restrictions.”

“[These restrictions range] from checking individuals’ ID documents to suspending the activities of dangerous manufacturing facilities and organizations that involve explosives, radioactive materials, or chemically and biologically dangerous substances,” he wrote on Telegram.

Earlier on Monday, Gladkov reported that a Ukrainian “sabotage and reconnaissance group” had crossed into the Belgorod region. According to the governor, Russian military forces and border guards are working to “eliminate the enemy.” Six local residents have reportedly been injured by shellfire in the region.  

The Freedom of Russia Legion and the Russian Volunteer Corps, two armed formations that fight for Ukraine, have claimed responsibility for the incursion. The Ukrainian authorities have denied direct involvement in the events.
