Russia’s Finance Ministry has dropped plans to cap cash deposits made through ATMs. “It’s no longer being discussed. There are no such plans,” Deputy Finance Minister Alexey Moiseev told reporters, according to the Russian business news outlet RBC.
Moiseev did not explain why the ministry abandoned the initiative.
In early 2026, the Finance Ministry drafted amendments that would have banned depositing more than 1 million rubles through a single bank’s ATMs. The restrictions were expected to take effect in the fall of 2026.
The plan to restrict ATM cash deposits followed Russian President Vladimir Putin’s demand in late 2025 that officials “bring order” to the oversight of cash circulation.
In the spring of 2026, several Russian regions began imposing internet restrictions that often made it impossible to pay by card or use ATMs and banking apps.
