Russia to withdraw from European Convention against Torture

The Russian government has called on President Vladimir Putin to denounce the European Convention for the Prevention of Torture, according to a resolution published on an official website on Monday. 

The resolution, which was signed by Prime Minister Mikhail Mishustin, calls for Russia’s withdrawal from both the convention and its additional protocols.

The member states of the Council of Europe adopted the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment in 1987. Russia ratified it in 1998, two years after joining the Council of Europe. 

After launching its full-scale invasion of Ukraine in 2022, Russia began exiting international organizations, conventions, and programs. In addition to withdrawing from the Council of Europe, Russia also ceased to be a party to the European Convention on Human Rights and began refusing to enforce rulings by the European Court of Human Rights.
