Russian foreign minister says Moscow will give Kyiv ceasefire terms after prisoner swap

Russia will be ready to present its list of ceasefire conditions to Ukraine immediately after the ongoing prisoner exchange between the two countries is completed, Russian Foreign Minister Sergey Lavrov has announced, according to state media.

Lavrov said that Moscow is currently “actively working” on the list.

“As soon as the prisoner exchange is completed, we’ll be ready to hand over a draft of the document, which the Russian side is now finalizing, to the Ukrainian side,” he reportedly stated.

Ukraine and Russia agreed during talks in Istanbul on May 16 to exchange documents detailing each side’s vision for a potential ceasefire.

In addition, Russia is preparing a separate “memorandum on a future peace agreement,” first mentioned by Vladimir Putin following his May 19 conversation with U.S. President Donald Trump,.

Earlier on Friday, Russia’s Defense Ministry reported that the first stage of the prisoner exchange had taken place, with 390 individuals returned to each side. Ukrainian President Volodymyr Zelensky later confirmed that the exchange — also agreed upon in Istanbul — had begun.
