Russian security council secretary says Ukraine, not ISIS, behind Moscow terrorist attack

Russian Security Council Secretary Nikolai Patrushev said that Ukraine was behind Friday’s terrorist attack at the Crocus City Hall concert venue outside Moscow.

When a journalist asked him if ISIS or Ukraine was responsible for the attack, Patrushev replied, “Ukraine, of course.”
