Speaking to the press on Tuesday, longtime Federal Security Service director Alexander Bortnikov accused the Ukrainian government of training radical Islamists and then turning them loose on Russia. Bortnikov stressed that his agency’s information is still preliminary but said he believes that the United States, Great Britain, and Ukraine “are behind” last week’s deadly terrorist attack at a concert hall outside Moscow.
The FSB chief also advocated designating Ukraine’s Security Service as a terrorist organization, claiming that the four terrorist suspects “were expected” in Ukraine, where they would supposedly have been greeted “as heroes.”
