State Duma withdraws bill on 30-percent income tax withholding for Russians working from abroad

Russia’s State Duma has withdrawn a proposed bill on taxing remote workers “for clarifications,” according to the State Duma press service. The bill was first submitted for consideration on April 24.
If passed, the bill would require employers to withhold 30 percent of the income earned by employees considered tax non-residents in Russia. Russians working abroad but maintaining their resident status would be taxed at the base rate of 13–15 percent.
