Ukraine defense intelligence: Russia is preparing to mobilize college students

Source: Meduza

Russia is preparing for a new round of mobilization, and this time the draft will tap into its student population, says Ukraine’s Main Intelligence Directorate.

The agency reports that Russia is creating campus “notification points” for delivering draft notices to day students, judging by the orders issued by two universities in Tomsk and another one in Novosibirsk.

Although a supporting document published by Ukraine intelligence doesn’t mention drafting students, the agency believes this to be the plan:

It’s important that Russia needs no further legal basis for conducting a new round of mobilization, since the “partial mobilization” announced in September 2022 was never officially completed. Mobilization will likely be conducted before April 1, which marks the start of springtime term-service conscription. If necessary, the spring conscription can be postponed.

Meduza cannot immediately verify these claims.
Putin never signed a decree to end the draft

‘Partial mobilization is over, full stop,’ says the Kremlin spokesman Dmitry Peskov. Why doesn’t Putin sign a decree to make this official?
