Low election turnout in Moscow attributed to bad weather

Valentin Gorbunov, the head of Moscow's municipal election committee, has attributed the city's low voter turnout on Sunday's Duma elections to cold weather. Only 35.18 percent of Moscow's registered voters participated in the election.

"I think the weather played [a role] above all. Yesterday, there it rained heavily and it was cold," Gorbunov said.

Russia's Duma elections took place on Sunday, September 18, 2016.
