Russia’s Prosecutor General’s Office has fired Sergei Bochkarev, head of its main civil litigation department, the Russian business daily Kommersant reported, citing several sources. The paper described him as the “chief specialist” in seizing business assets for the state.

Bochkarev oversaw litigation to seize Domodedovo Airport, the company Makfa, and the Yuzhuralzoloto holding company (YUGK). Deputy prosecutors general signed the lawsuits, but Bochkarev or his subordinates typically represented the office in court.

The lawsuits assigned the confiscated assets fairly high values, Kommersant says, but once they went up for auction, they didn’t sell immediately — and sold for modest sums. Domodedovo’s new owners, moreover, inherited the airport’s substantial debts along with it.

Bochkarev also represented the prosecution in a case seeking to confiscate billions from Internal Affairs Ministry Colonel Dmitry Zakharchenko, in connection with bribery charges.

Media reports had suggested Bochkarev could become a judge on Russia’s Supreme Court or head one of its departments, but according to Kommersant, he was never brought into the judicial system. He may now turn to research and teaching work instead. Kommersant reports he is rumored to become vice-rector at one of Russia’s major universities, though it does not specify which one.

The reason for Bochkarev’s dismissal remains unclear. Kommersant’s sources said Prosecutor General Alexander Gutsan had expressed dissatisfaction with his work, though they did not specify what prompted it.
