Ukrainian drone attacks halted two refineries run by Russian oil giant Rosneft. Three of Russia’s six biggest diesel-producing refineries are now sharply reducing output or fully shut down.
Rosneft’s oil refineries in Syzran and Saratov have halted operations after Ukrainian drone attacks, Reuters reported, citing sources.
The Syzran oil refinery was attacked overnight September 15–16, while the Saratov facility was struck on the night of September 10–11.
Reuters’ sources said several units at the Syzran refinery were damaged, including its main crude distillation unit, which accounts for about 71% of the plant’s processing capacity. A second unit was already undergoing repairs following an earlier attack in July. Repairs could now take at least a month.
The Saratov refinery had already shut down on September 8 because of equipment damage and fires. It was preparing to resume operations on September 10–11 when it was attacked again.
According to Reuters, three of Russia’s six largest diesel-producing refineries significantly reduced output or shut down completely in September because of damage from Ukrainian drone attacks. The news agency estimates that the six plants — Omsk, Kirishi (Kinef), Volgograd, Perm, NORSI (Nizhegorodnefteorgsintez), and Taneco (the refinery in Nizhnekamsk) — account for about half of Russia’s diesel production. Kinef has shut down completely, while the Volgograd refinery and NORSI are operating at about a quarter of their design capacity.
