Senior Moscow region police official and gas station executives detained over alleged theft of police fuel

The chairman of PJSC EvroTrans’s board of directors, Igor Martyshov, three of the company’s senior managers, and three Moscow region police officers have been detained in a case involving the embezzlement of departmental fuel, Interior Ministry spokesperson Irina Volk said.

Among the suspects are Major General Sergei Malkov, deputy head of the regional police directorate and head of logistics; Alexei Suyarov, head of the FKU TsKhiSO; and Anna Levina, who heads a department at that institution. Investigators believe members of the organized group may have embezzled motor fuel belonging to the Moscow region Interior Ministry Directorate.

Three of EvroTrans’s top managers have already been remanded in custody. Investigators are now asking the court to order the arrest of Martyshov, Malkov, Suyarov, and Levina, who have already been detained.

Russian authorities have opened a criminal case under the statute on misappropriation or embezzlement by an organized group (Part 4 of Article 160 of Russia’s Criminal Code). The police officers named in the case have already been dismissed from the force.

“EvroTrans” owns the “Trassa” gas station chain and ranks among the largest independent fuel operators in the Moscow region, with 57 gas stations to its name. The company has faced serious debt and liquidity problems since spring 2026. In the summer, Sberbank and Rossiya Bank announced their intention to push PJSC EvroTrans into bankruptcy. By September 7, the company had defaulted in full on all of its bond issues.
