The ruling United Russia party drew the top spot on the ballot in 21 of 39 regions — more than half — where voters will elect regional parliaments in September 2026, the Yabloko party said.

Ivan Bolshakov, head of the party’s analytical center, said the probability of such an outcome in a fair drawing is 0.00000378%.

Bolshakov said it would be far easier to win Sportloto, a Russian state lottery. “If all the participants had equal chances, this result would be a huge statistical deviation from the norm,” he said. “Translated into plain language: it’s pure fantasy.”

United Russia also landed No. 1 on the ballot for elections to the State Duma, the lower house of Russia’s parliament. Yabloko drew No. 2, but Russia’s Supreme Court removed the party from the race.
