Russia adds its youngest person yet to registry of ‘terrorists and extremists.’ He just turned 14.
Russia’s Federal Financial Monitoring Service (Rosfinmonitoring) added Viktor Kalinin, a teenager from St. Petersburg, to its registry of terrorists and extremists on July 30, a Telegram channel that tracks updates to the registry reported. Kalinin turned 14 just three months earlier.
Kalinin appears to be the same teenager who was detained in early July for setting fire to a railway relay cabinet.
The Russian human rights group Department One commented on Kalinin’s addition to the Rosfinmonitoring registry:
Minors are the fastest-growing category in the registry of “terrorists and extremists.” Since the start of Russia’s full-scale invasion of Ukraine, the share of teenagers among new entries in the Rosfinmonitoring registry has grown more than eightfold. Every twelfth person added to the list is now a minor, and the practice of prosecution has dropped to the lowest age of criminal responsibility: 14.
By the start of summer 2026, the Rosfinmonitoring registry included more than 21,000 people, 20 of them 14-year-olds, according to Department One, which reported the figures. 14-year-olds began being added to the list no later than 2024.
