Russian authorities’ new list of cities eligible for preferential mortgages includes Ukrainian ones not under Moscow’s control

A new list from the Russian authorities of cities where Russians can apply for a preferential mortgage rate includes Ukrainian cities not under Russian control, RBC reports.

On March 20, the state-run company Dom.RF, which oversees Russia’s “family mortgage” program, published a list of cities where, starting April 1, eligible citizens can purchase second homes at a preferential rate. The list names 901 cities where, as of early 2025, no more than two apartment buildings were reportedly under construction.

Among them are several cities currently under Kyiv’s control, including Kherson, Kramatorsk, Sloviansk, Dobropillia, and Druzhkivka.
