U.S. allies are expecting Keith Kellogg, Donald Trump’s newly appointed special envoy for Ukraine and Russia, to present Trump’s plan for ending the war in Ukraine at the Munich Security Conference, which will be held in Germany on February 14–16, Bloomberg reports, citing sources familiar with the matter.

The sources did not specify how detailed the plan would be or what format the presentation would take. However, Bloomberg noted that recent comments and public statements from Kellogg and other officials suggest that the plan will be based on the principle of “peace through strength.”

According to the outlet, this indicates the plan could involve freezing the conflict, leaving Russian-occupied territory in limbo while providing Ukraine with security guarantees. The specifics of those guarantees remain unclear.
