Russian authorities propose redirecting 25 percent of traffic fine revenue from regional budgets to federal budget

The Russian government is moving to change how revenue from traffic fines is distributed. Under the proposed plan, a quarter of the revenue will go to Russia’s federal budget, while the rest will remain with regional budgets. Currently, regional budgets retain the full amount.

The Finance Ministry drafted the amendments to the Budget Code, reported RBC. A government commission approved the proposed changes on December 9.

The changes coincide with plans to increase traffic fines by an average of 1.5 times. In 2023, regional budgets received 119.2 billion rubles (about $1.2 billion) from traffic fines, according to Treasury data cited by RBC.
