Ramzan Kadyrov says law enforcement should use deadly force to prevent ‘unsanctioned unrest’
Chechnya Governor Ramzan Kadyrov said Tuesday that in order to prevent unauthorized mass demonstrations in the future, law enforcement officers should shoot to kill demonstrators who don’t respond to warning shots, according to RIA Novosti.
Kadyrov laid out his strategy at a meeting between Chechen officials, police, and Russian National Guard representatives:
If we have even one person take part in unauthorized unrest, detain him and imprison him. Or fire three warning shots in the air, and after that, if the person doesn’t comply with the law, fire the fourth shot at his forehead. He won’t cause any more trouble. That’s my order.
RIA Novosti did not specify what “unauthorized unrest” Kadyrov was referring to, but the outlet noted that the governor said earlier Chechnya managed to prevent incidents like the anti-Semitic riots in Dagestan from occurring in Chechnya.
