Grozny police have refused to open a criminal investigation into Adam Kadyrov for beating prisoner Nikita Zhuravel, saying that the 15-year-old has not reached the age of criminal responsibility, reports Telegram channel Baza.

On September 25, Chechen Governor Ramzan Kadyrov posted a video of his son beating a defenseless Zhuravel, writing that he was proud of his son’s actions.

Nikita Zhuravel was arrested in Volgograd in May and accused of burning a Quran in return for payment from Ukraine’s Security Service. He was transferred to a Chechen jail five days later.
