Russian Interior Ministry issued more foreign passports in 2022 than in any year since 2014

Russia’s Interior Ministry issued more than 5.4 million foreign passports in 2022, according to its website.

In 2021, the agency issued about 3.9 million foreign passports, meaning 2022 saw a 40 percent increase from the previous year. According to open data sources, more Russians received foreign passports in 2022 than in any year since at least 2014, when the Interior Ministry issued 7.45 million.

Apart from the Interior Ministry, the Russian Foreign Ministry also issues foreign passports, though it hasn’t published data for 2022.
