A convoy of cars carrying civilians was hit by shelling in the Kupiansk area of Kharkiv. Regional Governor Oleh Synehubov reported on Telegram that 20 people were killed.
According to the head of the regional administration, the cars contained people trying to escape shelling and move to a safer place.
Synehubov said Russian forces were responsible for the shelling. “This is cruelty that has no justification,” he wrote. He added that law enforcement and forensics experts were on their way to the scene.
In times of war, it is impossible to promptly confirm information disseminated by representatives of either side of the conflict.
On September 30, at least 23 people were killed and another 28 injured when a humanitarian convoy carrying civilians was shelled in the vicinity of Zaporizhia. The Ukrainian side blamed Russian troops for the shelling; representatives of the occupying authorities said Ukrainian soldiers fired on the convoy.
