Russian government closes borders to almost all foreign citizens amid COVID-19 outbreak

Update: From March 18 to May 1, Russia’s borders will be closed to all but Russian citizens. In addition to the exceptions described below, private individuals may be permitted to enter Russia to attend the funerals of close family members.

Russia’s executive cabinet has drafted an order that would temporarily block all foreign citizens from entering Russia. The ban would include Belarusian citizens. Its timing is not yet clear.

The measure would make exceptions for diplomatic staff; foreign citizens with Russian residency permits; and the crews of airplanes, ships, and trains.

European Union leaders revealed a plan to close the EU’s borders just hours before the Russian cabinet’s announcement.
