Russian lawmakers pass legislation allowing airlines to create ‘blacklists’

The State Duma has adopted a third and final reading of legislation that would allow airlines to create “blacklists” and deny service to passengers who end up on these lists.

In 2016, Russia’s largest airline, Aeroflot, proposed allowing companies to create blacklists to ban passengers who refuse to comply with the lawful orders of airline staff on board planes. Aeroflot also asked for permission to acquire the means to detain unruly passengers (such as flex-cuffs).

President Putin expressed his support for the initiative, and the legislation was introduced to the Duma in June 2017.
