Russia’s Senate speaker warns another emergency session could be imminent

Speaker Valentina Matviyenko has warned that the Federation Council, the upper house of Russia's parliament, might soon call an emergency session.

Last year in March, ahead of the absorption of Crimea, it was at such an emergency session that lawmakers granted President Vladimir Putin permission to deploy Russian troops abroad.

“I don’t exclude that the need might arise to hold an additional emergency session of the Federation Council, and so I ask everyone not to wander too far, and to remain in contact. If a decision is made to hold such a session, you will be informed at the appropriate time,” Matviyenko told Federation Council members today.

In accordance with the Russian Constitution, the president may appeal to the Federation Council for permission to deploy Russian troops abroad.
