Three relatives of Moscow region governor Andrey Vorobyov own sprawling apartments in Dubai, Anti-Corruption Foundation finds

The Anti-Corruption Foundation has released an investigation into the real estate held by relatives of Andrey Vorobyov, the governor of the Moscow region who heads the United Russia party’s regional list in the upcoming State Duma election. Journalists had already reported on some of these properties, while other details were not previously known, but the main point is that the Anti-Corruption Foundation’s report gives a comprehensive picture of the known assets held by people in Vorobyov’s circle. And judging by these assets, that circle is very wealthy. Meduza briefly summarizes the main findings from Navalny’s team’s investigation.

• Sergey Shoigu has shaped the careers of two generations of the Vorobyov family. He became friends with Yuri Vorobyov, father of the current Moscow region governor, in the 1980s, when both men worked in Krasnoyarsk, and later made him his deputy after moving to Moscow. Yuri Vorobyov’s son also owes his rise to Shoigu, starting out as his aide before succeeding him as head of the Moscow region in 2012.
• Andrey Vorobyov heads United Russia’s candidate list for the Moscow region in the State Duma election. That role requires him to file an income declaration — something he didn’t have to do as governor. Vorobyov reported 78 million rubles in annual income, 300 million rubles in savings, and a 615-square-meter house (6,620 square feet), a 215-square-meter bathhouse (2,314 square feet), and a 360-square-meter garage (3,875 square feet).
• Vorobyov doesn’t actually live in that house — he lives with his mother. Leaked data show his real address is in Barvikha, where the Vorobyov family owns a 2,400-square-meter mansion (25,834 square feet) with a pond and a sports complex that could be worth 4 billion rubles. The property is registered to the governor’s mother, Lyudmila Vorobyova, and an equally enormous house belonging to the Shoigu family stands just behind the fence.
• Vorobyov’s wife, Yekaterina Bagdasarova, is not officially married to him, which means she isn’t required to report her own income or property — and there’s plenty of it. She holds 250-square-meter apartments (2,691 square feet) in Dubai and St. Petersburg, and a 350-square-meter apartment (3,767 square feet) in Moscow, all elite real estate in top neighborhoods that the Anti-Corruption Foundation (FBK) estimated is worth 2 billion rubles.
• The governor’s eldest daughter and her husband own a 340-square-meter villa (3,660 square feet) with a pool at the Italian resort of Forte dei Marmi, which they bought in 2019 when she was 23 and he was 25. The property, now worth about 500 million rubles, remains in the Vorobyov family’s hands — and despite the war, it has never been sanctioned.
• Journalists found that Maxim Vorobyov — the governor’s brother, who took over his business after Vorobyov entered government service — owns an apartment in Paris worth 12 million euros. His wife, Svetlana Kalininskaya, has an apartment in Dubai worth 230 million rubles, just like the governor’s own wife: 178 square meters (1,916 square feet) in a residential complex with the longest private beach in the city. Kalininskaya also holds citizenship in Israel, Latvia, and Singapore.
• The family’s largest Dubai property belongs to Yelena Veretilnaya, mother of Vorobyov’s son-in-law — the same 25-year-old who co-owns the Forte dei Marmi villa. Her 600-square-meter (6,458-square-foot), two-level apartment finished with Italian marble, with a garden, a pool, and a view of all of Dubai is worth 900 million rubles.
