Russia deports the head of Moscow’s Azerbaijani diaspora, and Baku issues arrest warrants for three Russians
Bakhtiyar Hasanov, head of Moscow’s Azerbaijani diaspora organization, was deported from Russia, Azerbaijan’s APA news agency reported.
Russian authorities stripped Hasanov of his Russian citizenship in 2025. In June 2026, they detained him and placed him in a temporary detention center for migrants.
On August 17, Azerbaijan issued arrest warrants in absentia for three Russians and placed them on a wanted list: Alexei Chadayev, an adviser to Russia’s transport minister; Ivan Knyazev, a host on the Moscow 24 TV channel; and Semyon Uralov, a political consultant. They were accused of “inciting hatred” and “public calls for terrorism” over remarks they made about Azerbaijan on a YouTube show.
Azerbaijani and Russian authorities have been targeting each other’s citizens since the summer of 2025, when members of Azerbaijani diaspora communities across Russia were swept up in mass raids. Azerbaijan, in turn, arrested several employees of Russian propaganda outlets and 11 Russians detained at random — tourists and Russians who had relocated to Azerbaijan. The media workers were released several months later, while the others were sentenced to time in prison.
