Russia’s National Guard proposes amendments adding ‘martial law’ and ‘mobilization’ to its rule book
Russia’s National Guard is seeking to update its civil defense rules so they explicitly mention martial law and mobilization. The independent Russian investigative outlet Agentstvo reported the development.
The National Guard has posted draft amendments to a 2018 order on the Federal Portal of Draft Regulatory Legal Acts.
The existing order calls for advance measures to protect National Guard personnel, civilian staff, and their family members. The proposed amendments would specify that protection is needed “from dangers arising during mobilization, during martial law, and in wartime.”
The draft would also expand the evacuation clause — which currently covers civilian staff, employees, and family members — to include military personnel and agency staff.
The explanatory note says the amendments are intended to bring the order into compliance with the Law on Civil Defense, which was amended in 2025.
