Hungary reverses course on ICC withdrawal and reinstates ban on agricultural imports from Ukraine

Hungary is withdrawing its notice to leave the International Criminal Court, Prime Minister Peter Magyar announced. He also said Hungary is banning imports of agricultural products from Ukraine.

The import ban on Ukrainian agricultural products was first imposed by Viktor Orban’s government as part of an emergency measures package in April 2023. It lapsed on May 14, 2026, after a procedural error stemming from the change of government, Euractiv explains. Hungary’s agriculture minister, Szabolcs Bona, said on May 21 that the authorities would not allow Ukrainian imports to “threaten the existence” of local farmers.

In April 2025, Hungarian authorities announced they were beginning the process of withdrawing from the jurisdiction of the International Criminal Court. Hungary’s National Assembly approved the decision. Hungary’s authorities announced their plans to leave the court on the day Israeli Prime Minister Benjamin Netanyahu arrived in the country for an official visit. Despite an international arrest warrant, Netanyahu was not detained.

Hungary signed the Rome Statute, the international treaty establishing the ICC, in 1999 and ratified it two years later.
