PACE suspends member of Russian opposition platform over defense of ‘honor killings’ in North Caucasus
A member of the Russian opposition platform at the Parliamentary Assembly of the Council of Europe (PACE) has been suspended after effectively defending “honor killings” in the North Caucasus. Journalist Alexander Plyushchev published a statement to that effect from PACE President Petra Bayr.
The suspension takes effect immediately. Bayr said the case of Ruslan Kutayev would be referred to the PACE Bureau, which will make a final decision.
Human rights activists had called for Kutayev to be removed from his role at PACE. The demand came in response to his public statements: several days ago, Kutayev called LGBTQ+ people “outcasts and perverts” and said that “honor killings” in the North Caucasus were an exclusively family matter.
