The Kremlin views Ukrainian attacks on civilian targets in Russia as “acts of desperation,” Putin spokesman Dmitry Peskov said on Monday, responding to a question about the drone attack that hit Moscow on Sunday and Volodymyr Zelensky’s statement that the war is “returning to its symbolic centers on Russian territory.”

“The Kyiv regime has had no success. Moreover, the Kyiv regime is in a very, very difficult situation. The special military operation continues. It’s obvious that the counteroffensive isn’t going as intended,” Peskov said.

He added that the Russian authorities have no plans to declare a higher “terrorist threat level” in Moscow in response to the drone attacks there. “It’s obvious that heightened security measures are already in place. All possible measures are being taken to organize the necessary level of protection from the ongoing danger of terrorist strikes on civilian targets and on the residential sector from the Kyiv regime,” he said.
