On July 8, 2021, a delegation from the Islamic Emirate of Afghanistan (better known as the Taliban) visited Moscow and met with representatives of Russia’s Foreign Ministry for formal talks about unrest at Afghanistan’s border with Tajikistan. The negotiations took place despite the fact that the Russian government has banned the Taliban as a “terrorist organization.” Kremlin spokesman Dmitry Peskov later told reporters that contact with the Taliban is nevertheless “necessary” and stressed that “Vladimir Putin is absolutely aware” of the situation.
