Why hasn't Putin signed a decree to end mobilization? What some authorities have to say

On September 21, 2022, Vladimir Putin signed a decree on “partial mobilization” in Russia. The Russian Ministry of Defense said that 300 thousand people would be drafted into the army, but the relevant paragraph of the decree was classified. On November 1, it was announced that the mobilization was over, but Putin did not issue a new decree to that effect. Authorities have given several different explanations as to why the mobilization decree was still in force. The Ukrainian General Staff believes that a new wave of mobilization may happen Russia towards the end of February.
