Russian government nearly doubles import duties on hard liquor from ‘unfriendly’ countries

Russia has nearly doubled import duties on hard liquor from “unfriendly” countries.

Imported hard liquor will now carry a 35% duty, with a minimum of five euros per liter, up from the previous 20% duty and a three-euro-per-liter floor.

The increase is described as a temporary measure, in effect through the end of 2027.

The Russian news agency Interfax, citing an explanatory note to the draft federal budget, reported that the higher duties will add 10 billion rubles to the budget in 2027.

Russia last changed duties on hard liquor from “unfriendly” countries in 2024, raising the rate from 1.3-1.4 euros per liter to 20% of customs value plus three euros per liter of pure alcohol content. As a result, new duties on cheap beverages in some cases turned out to be lower than before.

In September 2026, the government also raised duties on dietary supplements from “unfriendly” countries to 35%, exempting Hungary and Slovakia.
