Financial Times: US threatened to cut off weapons deliveries and intelligence sharing with Ukraine unless Kyiv stopped striking Russian oil refineries
The United States threatened to cut off intelligence sharing with Ukraine and halt the PURL mechanism, through which European countries buy American weapons for Kyiv, unless Ukraine stopped striking Russian oil refineries, sources told the Financial Times.
Calls making these demands came in on Saturday, October 10, and on Sunday, according to the agency’s sources.
“They are calling Kyiv… they are calling everyone [in Europe],” said an official who received a call from a representative of the U.S. Defense Department.
Donald Trump announced on October 11 that Russia and Ukraine had agreed to an energy ceasefire. Ukrainian President Volodymyr Zelensky said the announcement was “news” to him but later said Ukraine’s armed forces had “received all relevant orders,” without specifying what he meant. The Kremlin did not officially comment on the situation.

Under this mechanism, Kyiv places orders for American weapons, the U.S. supplies them, and European countries pay for them.
