Russian billionaire sells his controlling stake in logistics giant Delo Group to state nuclear corporation Rosatom, then pledges a ‘significant’ share of the proceeds to ‘national security’

Russian businessman Sergey Shishkarev said he has completed a deal to sell his stake in the Delo transport and logistics group.

Rosatom will become the new owner of his stake. The sale price has not been officially disclosed, but RBC reported that the stake was valued at 77 billion rubles (more than $900 million).

Shishkarev said on Telegram that he would use “a significant portion” of the proceeds “to meet national security needs.”

Forbes estimates Shishkarev’s net worth at $1.7 billion. Delo was his main asset: He owned 51% of the holding company. Rosatom previously held 49%. In 2025, Kommersant reported that Shishkarev wanted to buy out the state monopoly’s stake.

As funds to continue the war run short, Russian authorities regularly force major Russian businesspeople to make “voluntary donations” to the government budget. Vladimir Putin first proposed the idea at a meeting with business leaders in March. Since then, monthly revenue from “voluntary donations” has totaled hundreds of billions of rubles.
