Putin imposes new limits on taking cash rubles out of Russia
Russian President Vladimir Putin has issued a decree barring people from taking more than 1 million rubles in cash from Russia to Armenia, Belarus, Kazakhstan, Kyrgyzstan, Azerbaijan, Tajikistan, or Uzbekistan.
Under the decree, legal entities and sole proprietors cannot take cash to those countries, regardless of the amount, though there are stated exceptions.
The restrictions do not apply to cash that legal entities carry in transit or to rubles taken abroad to support Russian diplomatic missions.
In other cases, cash may be taken out through airports the government will designate. The person carrying it must have a bank statement showing that the money was withdrawn from their own accounts.
Cash taken out in violation of the ban will be seized: the full amount from legal entities and sole proprietors, and any amount above the 1 million ruble limit from individuals.
The new decree tightens restrictions on taking cash and gold out of Russia that Putin introduced in April 2026. That decree barred people from taking more than $100,000 worth of rubles in cash to countries in the Eurasian Economic Union. It also barred them from taking refined gold bars weighing a total of 100 grams (about 3.5 ounces) or more to those countries. In September 2026, Russia’s Central Bank called for the rules to be revised, saying “more needs to be done to bring order to this area.”
