Rights group says Russian elections expert Alexander Kynev was beaten during arrest, hospitalized with two lower-leg fractures

Political scientist Alexander Kynev was badly beaten when he was detained on suspicion of attempting to distribute drugs, according to a source cited by the human rights project Slovo Zashchite.

Kynev is in the hospital at Moscow’s Matrosskaya Tishina pretrial detention center. After he was detained, doctors found that his shinbone was fractured in two places. His leg is in a cast, and his condition is described as fair.

Slovo Zashchite says Kynev’s injuries were caused by torture. The Moscow office of Russia’s Federal Penitentiary Service is conducting an inquiry.

Kynev’s lawyer, Mikhail Biryukov, told Mediazona he could neither confirm nor deny Slovo Zashchite’s account. Another person familiar with the situation confirmed to Mediazona that Kynev had been hospitalized.

News of Kynev’s arrest emerged on September 25. He was charged with attempting to distribute a large quantity of drugs under Paragraph (g) of Part 4 of Article 228.1 of the Russian Criminal Code. The provision carries a prison sentence of 10 to 20 years. Kynev denies the charge.
