In his daily address, Ukrainian President Volodymyr Zelensky called the shootout in Kyiv between officers of the Main Intelligence Directorate (HUR) and the Security Service (SBU) “absolutely shameful.”

Zelensky said he had discussed the incident with Prosecutor General Ruslan Kravchenko and demanded internal investigations at both security services. There “must be accountability, including personnel decisions regarding the heads of the security services in relation to those involved in what happened,” he said.

Shooting here, in Ukraine, is permitted only against Russian occupiers, in defense of Ukraine. No other shootout will ever be regarded by our state as something anyone is allowed to do.

Shortly after the address, Zelensky signed a decree dismissing Oleh Khramov, head of the SBU’s department for protecting state secrets and licensing.

On September 2, witnesses filmed footage of the shootout between HUR and SBU officers in Kyiv, which then circulated on Telegram channels.

The security services stated they were carrying out an operation to prevent a terrorist attack that Russia’s Federal Security Service was allegedly plotting against “one of the leaders of the Russian opposition political national movement.” According to the Ukrainian news outlet RBC Ukraine, the target was Stepan Kaplunov, deputy commander of the Russian Volunteer Corps.
