Putin unveils Far East development strategy, says region will test drone deliveries for commercial goods

Russian President Vladimir Putin addressed a plenary session of the Eastern Economic Forum in Vladivostok on September 3.

Among his announcements, Putin unveiled an updated Far East development strategy set to run for 10 years, through 2036.

He also said the Far East will test a simplified government procurement system, including through online marketplaces.

Starting January 1, 2027, the region will introduce a special legal regime for drones, and Putin said the Far East will test low-altitude drone delivery of civilian cargo.

Putin said a unified preferential regime for businesses will also take effect at the start of the new year across the Far East and the Arctic, while existing special business regimes — including those in the port of Vladivostok and on Russky Island — will remain in place.

Discussing efforts to protect the region’s wildlife, including programs to preserve the Amur tiger and the Far Eastern leopard, Putin also recounted an encounter with a tiger:

We were driving through the forest by car. A tiger comes out, walks right in front of the car, wagging its tail, not going anywhere: the master of the taiga. It was very interesting to see all the richness of these places.
