The Russian technology company Yandex has proposed to the government a concept for testing whether artificial intelligence complies with “spiritual and moral values.” A working group on AI regulation discussed the plan on August 13, a source close to the Digital Development Ministry and another participant in the meeting told the Russian business daily Kommersant.

The dataset would include reference data and tasks used to build the benchmark, which would determine whether an AI model matches “the spirit of the times and the country’s values” and whether it can be used “in Russian conditions,” one of the newspaper’s sources said.

Participants disagreed over whether the dataset should be made public. Russia’s Federal Security Service wants it kept confidential so developers cannot train their models specifically to pass the test. Business representatives countered that a secret benchmark would be too complex and “will not allow models to be developed quickly.”

Who will decide what goes into the dataset also remains undecided. Developers have proposed forming a commission that would include representatives from the government, business, and expert organizations. It is unclear when such a benchmark might be created.

In late July, Vladimir Putin signed Russia’s first law on artificial intelligence, establishing rules for developing, deploying, and using the technology and introducing the concepts of sovereign and national AI models.

While the bill was still under discussion, Deputy Digital Development Minister Ivan Lebedev said models seeking these designations would have to demonstrate “compliance with Russian law and traditional spiritual and moral values.”

A source who spoke with the Russian business daily Vedomosti reported that an independent laboratory is planned for this purpose, where Russian IT companies would be able to submit their products for review with the Digital Development Ministry’s approval.
