Reuters: Ukraine proposes a mutual halt to Black Sea strikes

Ukraine has offered Russia a mutual halt to strikes on civilian targets in the Black Sea, a source familiar with the matter told Reuters.

Kyiv relayed the offer to Moscow through an intermediary — a third country — and is still waiting for a response, the source said. Russia has yet to comment publicly on the proposal.

Earlier on August 13, Russian Deputy Foreign Minister Alexander Grushko said Moscow had recently been hearing “many calls for various kinds of moratoriums and truces.” Russia, he said, had not yet received “any formal proposals” on the matter.

The offer came shortly after both countries warned that attacks on shipping and ports threaten global food supplies.

Since launching its full-scale invasion, Russia has repeatedly struck Ukrainian ports on the Black Sea and attacked merchant ships. Russian forces have hit ports in Ukraine’s Odesa region regularly over the past few weeks.

In recent months, Ukraine has mounted its own strikes on Russian port infrastructure and on ships in the Black and Azov Seas. A Ukrainian strike hit the port of Novorossiysk on August 12. Three major grain terminals there suspended operations.
