Russia and Syria agree to turn Russian military bases into joint training centers

Syria and Russia have signed a memorandum reorganizing Russia’s military presence in the country, the Syrian news agency SANA reported, citing the country’s Foreign Ministry.

Under the agreement, Syria will take control of civilian facilities, while Russian military bases will be converted into joint training centers.

Damascus will assume civilian administration of Hmeimim airport and the fourth commercial pier at the port of Tartus, the Foreign Ministry explained, gradually folding both into the country’s civilian infrastructure. The two sides also agreed to reconsider the role of facilities currently used for military purposes. Russian military bases will become joint training centers that take into account the interests of both countries.

The new agreements will take effect after a transition period of no more than three months, the ministry noted, adding that they came after a year and a half of negotiations between Damascus and Moscow.

Russian authorities have not yet commented.

Russia currently controls the Hmeimim air base in Latakia province and a naval logistics support point in Tartus. The overthrow of Bashar al-Assad’s regime, a longtime Moscow ally, has cast doubt on the Kremlin’s cooperation with Syria’s new authorities. Syrian President Ahmed al-Sharaa traveled to Moscow in October 2025 to meet with Russian President Vladimir Putin, saying that Syria’s new authorities would honor all agreements previously signed with Russia.
