Russia’s Investigative Committee has opened a criminal negligence case after flooding damaged the only perinatal center in Kamensk-Uralsky, the Russian news website E1.ru reported, citing a law enforcement source.

Heavy rains hit the city on the afternoon of July 18, inundating streets across the city. Residents navigated the floodwaters on paddleboards and inflatable boats.

The floodwaters compromised the building’s roof, allowing water into the perinatal center, the Russian Telegram news channel Ostorozhno Novosti reported. Women in labor were temporarily redirected to maternity hospitals in Yekaterinburg.

Sverdlovsk region Health Minister Tatyana Savinova said officials from the Health Ministry and its financial and administrative department would visit the maternity hospital on July 21 to assess the scope of repairs, the timeline, and the funding required.

Heavy rains had been battering the Sverdlovsk region since late June. By July 16, more than 2,000 private homes and household plots had been flooded.
