Emergency roaming activated in occupied Crimea — subscribers can connect to other carriers during blackouts, but only ‘white list’ sites remain accessible

Source: Miranda

Mobile carriers in occupied Crimea have warned subscribers that emergency roaming has been activated across the region.

Local carrier Miranda announced that the measure would keep subscribers connected even if cell towers went down during power outages.

Volna, another carrier, said phones would automatically switch to an available network if the primary one experienced disruptions.

In emergency roaming mode, voice calls and SMS remain available, along with services on the “white list.” Responding to a subscriber’s question beneath the post, Volna’s support team clarified that emergency roaming works only for services on the “white lists.”

Power outages also prompted the declaration of an emergency in the Russia-occupied part of the Kherson region. Vladimir Saldo, the governor appointed by Russian authorities, said the declaration would allow officials to more quickly resolve issues related to utilities, infrastructure, and the economy. He soon deleted the posts from both Telegram and the Max messenger.

The previous evening, Saldo had said that all districts of the Kherson region were fully or partially without power following the attacks. Utility workers were working to restore the electrical grid, he said.
