Russia adds propagandist Vladimir Solovyov’s channel to ‘white list’ of sites accessible during mobile internet shutdowns

Russia’s Digital Development Ministry has expanded the country’s “white list” — a registry of websites that remain accessible when mobile internet is shut down.

Among the additions, the Russian business daily Kommersant reported, was Solovyov Live, the channel run by Russian propagandist Vladimir Solovyov that launched in April 2022. Also added were GLONASS, the online cinema platform Premier, and the internet encyclopedia Ruviki.

The following were added to the “white list”:

  • the LizaAlert platform, Dobro.RF, Putin’s All-Russia People’s Front, and the Znanie society;
  • the Russian supermarket chain Lenta and the Okei hypermarket chain, the Dostavista delivery service, and Dodo Pizza;
  • the car-sharing services Delimobil and Belkacar;
  • the Medsi and Mother and Child clinic chains;
  • the mobile operators VTB-Mobile and Next Mobile;
  • Gazprombank;
  • the Kontinental Hockey League;
  • the television channels 360°, Duma TV, and Solovyov Live;
  • the online outlet Sport24;
  • Russia’s state nuclear energy corporation Rosatom, Rostec, Rosneft, and the Russian mining giant Nornickel;
  • 1C, Trukconf, Tsifrovye Resheniya Regionov, and the HRlink platform;
  • the internet encyclopedia Ruviki;
  • the online cinema platform Premier;
  • GLONASS;
  • the Federal Cossack Society;
  • Roskachestvo;
  • the State Information System for Electronic Transport Documents.

Russia began assembling the “white list” in the fall of 2025, as mobile internet shutdowns grew more frequent. The registry covers banks, government services, navigation and ride-hailing apps, news outlets, online marketplaces, social networks, and entertainment platforms.
