The minerals agreement between the U.S. and Ukraine has not been finalized, CBS News reports, citing multiple sources.

One person familiar with the negotiations told the network that the terms of the agreement could still change because U.S. President Donald Trump is now seeking a “bigger, better deal.”

Trump administration officials told CBS that as of Tuesday afternoon, there was no plan to sign the deal.

Earlier, Reuters, citing four sources, reported that the U.S. and Ukraine were preparing to sign the agreement and that Trump wanted to announce it during his address to Congress, which took place on Tuesday night Washington time.

Later on Tuesday, Fox News White House correspondent Jacqui Heinrich wrote, citing U.S. Treasury Secretary Scott Bessent, that there was “no signing planned.” She did not clarify whether this referred to the signing in general or just in the near future.
