Putin orders use of ‘unified registry’ of eligible citizens in fall 2024 Russian military conscription

The Russian Defense Ministry should carry out the October–December 2024 military conscription using a unified registry of citizens eligible for military service and a publicly accessible summons registry, according to an order from Russian President Vladimir Putin, published on the Kremlin website.

According to the document, Russia’s Defense Ministry and Digital Development Ministry should create a register of conscripts and send out summonses electronically, removing the need to come to military conscription offices to register in person.

In April 2023, the Russian State Duma adopted amendments that allow for the creation of a unified registry of citizens eligible for military service. This registry will collect data from various state institutions on the health and education of conscripts, as well as their place of residence and employment. The changes also legalize electronic summonses and ban “citizens liable for military service” from leaving the country from the time they receive a military summons until they report to a military conscription office.
