Speaking before the Defense Ministry collegium on December 21, President Vladimir Putin announced that the Russian military has unlimited financing:
I would like to draw the attention of the defense minister, the head of the General Staff, and all the commanders gathered here, to this: we have unlimited financing. The country and the government give the army anything it asks for. I hope the response will be formulated accordingly, and appropriate results will be achieved.
Putin also said that the Russian army should have the latest equipment and supplies:
It’s necessary to equip the troops with night-vision devices, high-quality sights, new generation sniper rifles. Everything a soldier needs should be modern, comfortable, and reliable. Supplies must be based on actual needs. If some departmental regulations are outdated, they should be changed quickly.
